It was 36 lines to fill out.. And took less than 5 minutes.. I was so shocked.. i asked the county employee.. "Are we done"?? when he came back with the registration form and the county seal.. ZERO fees................nada..Like they say... we are aour own worst enemies..And we wonder why business men (of which comprise mostly immigrants (Lebanese/Indians/etc) ) will bribe to not go thru this process.. or the one at water quay.. or any other for that matter that is so inefficient.. it creates artificial bottleneck just so as to give the paper pushers a few leones extra.. - Some good news for Business : I think this problem arises...

I think this problem arises because the government creates bureaucracy for its own sake rather than to solve a specific issue.
If I was drafting a law in Parliament I would approach it from first principles by asking the question: Why does a business need to be registered?
Answers:
1. To know who is doing what in the country.
2. For collection of taxes fees etc.
3. To ensure compliance with laws, regulations etc.
For the stage Sierra Leone is at now and for most businesses only answer 1 needs to be known immediately before the business starts operating. To solve that issue I would put a form in PDF format on a website (or make available printed copies) that will give the government enough info to LATER ON address answer 2 & 3.
The business will turn the form in and be issued with unique identifying number at which the business is considered registered and can start. There will then be a reasonable time frame given (which reflects the rate at which the government operates ) during which the business will be contacted to get all the information for 2&3.
Sierra Leone's economy is not that complex and I do not understand why the government sometimes tries to make it more complex than it needs to be. In my line of work you are always advised not to only deal with the issues that will make a difference to the outcome you are trying to achieve and no more. Started the process last year then have to restart again 2008, as there is a completely new registration process for NGOs. I'll scoop around for the checklist and share.1. I was totally blown when the Development secretary told us we needed to pay taxes with NRA which I cross-checked wit MoFED and he said absolutely not.
2. Also in the process of shipping goods for our new Digital Village (free internet access to all students) in SL - I have been told that the NGO tariff relief is on hold and will have to pay tariffs for clearing etc...God help us indeed...PS* Gbenko brilliant suggestion - can we replicate that across all ministries as Phase 1 of the "How do we contribute to Government" thread/project...

Paper files everywhere.. not a single computer in sight.. only typewriters that get moved from desk to desk... oh.. not to mention i needed an additional form and was told they'd run out and i'd have to come back the next day (poof! there goes your 24hrs). I had to come back the next day for a simple form!! The president urgently needs to implement a "delivery unit" within statehouse. You don't need a team of more than three with good laptops. Their sole job should be to monitor and force implementation of these outstanding key issues. Only requirements are good project management skills and doer capabilities. For a start, they should make a list of all these outstanding issues and update him on the status.

Do not speak Krio or english..Had only a week to go in and out and have all your papers in order..You are what they will call mullit....at roxy building.. fat en juicy..
